“Ingredient” means tobacco, an additive, and all substances or components present in the finished tobacco product or a related product, including paper, a filter, ink, capsules and adhesives.

“Characteristic aroma” means the distinctly sensed smell or taste other than the smell or taste of tobacco, resulting from the use of an additive or combination of additives, including the smell or taste of fruits, spices, herbs, alcohol, sweeteners, menthol or vanilla, which is sensed before the consumption of a tobacco production or in the course of its use.

Analysis

The definition of “characteristic aroma” is significant because the law prohibits the distribution, manufacture and import for the distribution of tobacco products that have a characteristic aroma.
