Analysis
Article 14 of Law No. 18.256 empowers the Ministry of Public Health to enforce the law and impose sanctions. Further, Art. 15 of the Law makes it an offense to “permit, promote or tolerate” any violation of the law, including if such action is done by a public authority. Thus, failure to enforce the law is an offense in itself.
