“Additive” is defined as any substance, with the exception of tobacco leaves or another natural and unprocessed part of the tobacco plant, that is used in preparing a tobacco product and which is present in the final product, even when its form has been altered, including paper, filters, print and adhesives.


The definition of “additive” is significant because the Ministry of Public Health has the authority to establish rules on the use of additives in tobacco products.
