Analysis

The law requires an annual disclosure to the Ministry of Agriculture and Forestry that includes a list of all ingredients by weight, a declaration of purpose for the inclusion of each ingredient, toxicology data on each ingredient, emissions information, and a general explanation and characteristics of the additives used. New permits are required with changes in ingredients.

The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it requires disclosure by manufacturers and importers to government authorities of information on the contents and/or ingredients used in the manufacture of their cigarettes.
