Ingredient
“Tobacco product components” means tobacco leaves, paper, and filters. The meaning extends to materials used in the manufacture of tobacco products, additives, processing aids, residue found in tobacco leaves as a result of the production process and storage, and substances found in tobacco products from packaging materials. “Combustion byproducts from the smoke or vapor of tobacco products” means substances released through the smoke or vapor generated by tobacco products. This includes both mainstream smoke or vapor exhaled by users and sidestream smoke or vapor emitted directly from the tobacco product itself.
The definition of “combustion byproducts from the smoke or vapor of tobacco products” is significant because the ministerial regulations regulate cigarette emissions and require disclosure on emissions every three years.
Additive
“Additive” means any substance used to enhance a tobacco product, excluding tobacco leaves or other parts of the tobacco plant.
