Fine amounts for producing or introducing into circulation tobacco products without required markings: officials - 300,000 to 500,000 RF Rubles with seizure of the products; legal entities – from 700,000 to 1 million RF Rubles with seizure of the products.
Certain of these fines may not be significant enough to have a deterrent effect. In order to align with FCTC Art. 11 and the FCTC Art. 11 Guidelines, the law should provide a range of fines or other penalties commensurate with the severity of the violation.
Importer
The law does not provide any penalties to an importer.

Fines for circulating goods that do not correspond in quality to samples: individuals – 1,000 to 2,000 RF Rubles; officials—from 3,000 to 10,000 RF Rubles; persons engaged in entrepreneurial activity without forming a legal entity - from 10,000 to 20,000 RF Rubles; legal entities – from 20,000 to 30,000 RF Rubles. Repeated violators incur larger fines.
