Tobacco Product
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing.
Law No. 15-FZ (On the Protection of Public Health from Exposure to Environmental Tobacco Smoke and from the Consequences of Tobacco or Nicotine-Containing Products Consumption) does not provide a definition of the term “tobacco product.” The law provides however that undefined terms are used with the meanings defined in the WHO FCTC, among other Russian laws. The WHO FCTC provides a definition of “tobacco product.” Law No. 15-FZ accordingly aligns with the FCTC.

Outside Packaging and Labeling
Package [Federal Law No. 268-FZ]: the minimum unit of packaging of tobacco products used in the retail sale to consumers.
Consumer packaging [EEC Technical Regulations for Tobacco Products (TR TC 035/2015)]: packaging intended for the sale or primary packaging of products sold to the final consumer.
The definition of "package" contained in Federal Law No. 268-FZ aligns with the FCTC definition in that it covers any packaging used in the retail sale to the customers.
The definition of “consumer packaging” contained in the Technical Regulations for Tobacco Products (TR TC 035/2015) aligns with the definition of “outside packaging and labeling” contained in FCTC Art. 11(4) in that it encompasses all packaging used in retail sale.

Smokeless Tobacco Product
Smokeless Tobacco Products [Federal Law No. 268-FZ] - Smokeless tobacco products packaged in consumer packaging.
Smokeless Tobacco Product [EEC Technical Regulations for Tobacco Products (TR TC 035/2015)] - A tobacco product, intended for sucking, chewing, and snuffing.
These definitions are significant as there are different health warnings and requirements for smoked and smokeless tobacco products.
Package Inserts
A sheet with consumer information printed on it, used in the sale of smokeless tobacco products, for which it is impossible to print consumer information on the consumer packaging.
This definition is significant as health warnings may be placed on smokeless tobacco product inserts when printing on product packaging is impossible.
