Tobacco products are defined to include “a product comprised in whole or in part of tobacco such as tobacco leaves and any extract of tobacco leaves . . . that is intended for human consumption, whether . . .  inhaled . . . or ingested by any other means” and specifically includes accessories, including electronic tobacco heating devices. Therefore, minimum sales age provisions apply to HTP inserts and devices. The law prohibits the sale of tobacco products to anyone under the age of 20.
