Analysis

The Tobacco Products Control Act requires manufacturers and importers of tobacco products to disclose ingredients and emissions of tobacco products, in accordance with regulations promulgated by the Ministry of Public Health. Because the Minister has not yet issued regulations about such disclosure, the regulatory status code “Not Required” is given.

To align with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines, the law should clearly require disclosure by manufacturers and importers to government authorities of information on the contents and/or ingredients used in the manufacture of their cigarettes.

Such testing and public disclosure must comply with regulations promulgated by the Ministry of Public Health, which have yet to be issued. Because the Minister has not yet issued regulations about such disclosure, the regulatory status code “Not Required” is given.
