Smoke Free Places

Smoking is banned in all indoor public places, all indoor workplaces, and on public transport. The procedures for the implementation of smoke free places are to be defined by regulatory enactment, which have not yet been issued.
 

Tobacco Advertising, Promotion and Sponsorship

The law contains a comprehensive ban on tobacco advertising and promotion. All forms of tobacco sponsorship are prohibited.

Tobacco Packaging and Labeling

Currently, tobacco product packaging must display a text-only warning on one side panel. As of December 18, 2024, all tobacco product packaging will be required to display combined text and picture warnings that occupy 70 percent of the front and back of the package. There will be two picture/text warnings, each of which must be displayed for 12 months (consecutively). After two years, the set of warnings must be updated. Misleading packaging and labeling, including terms such as “low-tar,” “mild,” “light,” “ultra-light,” “gold,” and “duo,” and other signs, is prohibited.

Cigarette Contents and Disclosures

The law does not grant the authority to regulate the contents of cigarettes. The law requires that manufacturers and importers disclose to government authorities and the public information on the contents and emissions of their products.

Sales Restrictions

The law prohibits the sale of tobacco products via vending machines and the internet; and within 200 meters of educational facilities, stadiums, healthcare facilities, cultural facilities. In addition, the law prohibits the sale of single cigarettes or small packets of cigarettes. The sale of tobacco products is prohibited to persons under the age of 18. 

Roadmap to Tobacco Control Legislation

Law No. 2019-676 of July 23, 2019 on Tobacco Control is the primary source of legislation governing smoke free places; advertising, promotion and sponsorship; and packaging and labeling. Decree No. 2022-75 of January 26, 2022 implements Law No. 2019-676. It regulates packaging and labeling, requires plain packaging, and imposes restrictions on sales. Order No. 848 of June 18, 2024 implements Law No. 2019-676 and Decree No. 2022-75. It provides details on required health warnings and plain packaging requirements.
