The law does not specify whether an agency is authorized to inspect public places and public transport and enforce smoke free provisions. Consequently, the law does not impose a duty agency on any agency to enforce smoke free provisions.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should authorize a specific agency or agencies to inspect public places and public transport and impose a duty to enforce on that agency/agencies.
