Altadis Distribution France (ADF) imported cigar rolling papers for sale in France and sold the papers in packaging resembling candy bar and bubble gum wrappers and in such flavors as strawberry, vanilla, brandy, pina colada and margarita. The National Committee for Tobacco Control (CNCT) brought suit against ADF and prevailed. The Court held that the packaging violated advertising and promotion laws, and ordered, via an expedited hearing process, that ADF stop selling these products within 48 hours - with subsequent violations subject to a 100 Euro fine. Altadis did not appeal the Court's judgment.
