Ingredient
A substance used in the production off tobacco products and present in the finished tobacco products, including in a modified form (excluding raw materials).
The definition of ingredient provided in the law is less inclusive than the definition provide in the FCTC Arts. 9 & 10 Partial Guidelines, in that the law’s definition does not specify that it includes components (e.g. paper, filter) and substances that migrant from the packaging materials into the product. The law’s definition also excludes raw materials (defined in the law as tobacco and nicotine) which are ingredients under the FCTC-based definition.
A definition of “ingredient” should be provided in accordance with the definition provided in the FCTC Arts. 9 & 10 Partial Guidelines.
Includes tobacco, components (e.g. paper, filter), including materials used to manufacture those components, additives, processing aids, residual substances found in tobacco (following storage and processing), and substances that migrate from the packaging material into the product (contaminants are not part of the ingredients). Flavoring Substances
Ingredients that provide a specific smell and/or taste, including
flavoring agents.
The definition of flavoring substances is significant because specified flavoring substances are prohibited.
