The Tobacco Products Control Act of 2017 authorizes the Minister of Public Health to grant enforcement powers to "officials of any position or rank" and to specify the "nature of actions that may be taken and the qualifications required for each duty position." The Act grants powers to those designated officers but does not impose a duty to enforce.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law or implementing regulations should explicitly designate an enforcement agency or agencies and impose a duty to inspect and enforce.
