The definition of “chemical compounds for baraku, e-liquids for e-baraku and e-cigarettes” is considered by regulators to encompass tobacco inserts.
This definition is significant because the law bans the manufacture, import, and sale of the liquid for e-cigarettes, which includes tobacco inserts because they are a “substance that… produce[s] smoke, steam, or vapor for…e-cigarette[s].”
Manufacturing
“Manufacturing” means making, mixing, enhancing, preparing, inventing, or transforming as well as changing, modifying, selecting, or dividing into packages.
