Article 28(1)(a) of the Tobacco Control Act 2010 specifies that the “Minister may … appoint public officers, provincial government officers and other persons as authorised officers under this Act,” and may “delegate to such officers or persons powers and functions under this Act.” However, it is not clear whether the Minister has appointed any authorized officers. The powers and functions of authorized officers are specified in Arts. 29-31 the Act.
