Sales Restrictions
A violation of tobacco sales restrictions (i.e., violation of the ban on single cigarette sales, and sales by vending machine and internet) is punishable by a fine: 1) on individuals, from 10,000 to 20,000 rubles, 2) on officials, from 30,000 - 50,000 rubles, and 3) on legal entities, from 90,000 - 120,000 rubles.
Repeated violation of the tobacco sales restrictions are punishable by a fine: 1) on individuals, from 20,000 to 30,000 rubles; 2) on officials, from 50,000 to 90,000 rubles; and 3) on legal entities, from 120,000 to 150,000 rubles.
The sale of nasway, and other oral tobacco products intended for chewing, sucking, or snuffing, is punishable by a fine: 1) on individuals, from 150,000 to 200,000 rubles, 2) on officials, 300,000 to 500,000 rubles, and 3) on legal entities, from 1,000,000 to 1,500,000 rubles.
Location-based Sales Restrictions
A violation of location-based sales restrictions is punishable by a fine: 1) on individuals, from 10,000 to 20,000 rubles, 2) on officials, from 30,000 - 50,000 rubles, and 3) on legal entities, from 90,000 - 120,000 rubles.
Minimum Retail Package Size
A violation of the minimum retail package size is punishable by a fine: 1) on individuals, from 10,000 to 20,000 rubles, 2) on officials, from 30,000 - 50,000 rubles, and 3) on legal entities, from 90,000 - 120,000 rubles.
Minimum Legal Sales Age
The sale of tobacco products to a minor is punishable by an administrative fine: 1) on individuals, from 200,000 to 300,000 rubles, 2) on officials, from 500,000 to 700,000 rubles, 3) on legal entities, from 1,500,000 to 2,000,000 rubles.
The sale of tobacco products to a minor is punishable by a criminal fine in the amount of 50,000 to 80,000 rubles; or the equivalent in salary or other income for a period of 3 to 6 months; or community service for up to a 1 year without right to occupy certain employment positions for up to 3 years.
