E-cigarette
Devices for nicotine-containing products consumption – electronic or other devices used to produce aerosol or vapor, whether nicotine-containing or nicotine-free, that is inhaled by the consumer, including electronic nicotine delivery systems, and heated tobacco devices, as well as their components and elements, except for medical devices and medicinal products registered in accordance with the legislation of the Russian Federation.
For the purpose of this review, we will be using the term “e-cigarette” when referring to “devices for nicotine-containing products consumption.”
Nicotine-containing products
Nicotine-containing products – products that contain nicotine (including synthetic nicotine) or its derivatives, including nicotine salts. They are intended for nicotine consumption and its delivery by oral, nasal, or inhalation use. This category includes heated tobacco products; liquids (including solutions and gels) containing at least 0.1 mg/ml of nicotine; nicotine-containing liquids; nicotine-free liquids; herbal mixtures for heating; and powders or mixtures for oral or nasal use. Such products are not intended for use as food, except for medical devices and medicinal products registered in accordance with the legislation of the Russian Federation, edible nicotine-containing products containing nicotine in natural form, and tobacco products.
For the purpose of this review, we will be using the term “e-cigarette” when referring to “nicotine-containing products”.
Nicotine-containing liquid
Nicotine-containing liquid – any liquid containing at least 0.1 mg/ml of nicotine, intended for use in devices for nicotine-containing products consumption, including electronic nicotine delivery systems.
For the purpose of this review, we will be using the term “nicotine liquid” when referring to “nicotine-containing liquids.”
Consequences of tobacco consumption or of the use of nicotine-containing products
Consequences of tobacco consumption or nicotine-containing products consumption – harm to human life, health, or the living environment resulting from tobacco consumption or nicotine-containing products consumption, from exposure to environmental tobacco smoke, or from emissions from the use of nicotine-containing products. The term also covers related medical, demographic, and socio-economic consequences.
Use of nicotine-containing products
Nicotine-containing products consumption – sucking, chewing, or sniffing nicotine-containing products, or inhaling nicotine-containing aerosol or vapor produced by heating them with devices for nicotine-containing products consumption.
Tobacco organizations
Tobacco organizations – legal entities of any organizational form engaged in the production or distribution of tobacco or nicotine-containing products across the customs border of the Eurasian Economic Union (hereinafter referred to as the Union) or across the State border of the Russian Federation with member states of the Union, as well as affiliated, subsidiary, and dependent companies, associations of such entities, and organizations established by such entities. For the purposes of this Federal Law, individual entrepreneurs carrying out such activities are treated as tobacco organizations.
