Disclosure by manufacturers and importers of cigarettes to government authorities of information on the contents and/or ingredients used in the manufacture of their cigarettes

Analysis

The law requires manufacturers and importers of tobacco products, including cigarettes, to submit to the Minister of Health a list of all ingredients, quantities thereof, and toxicological data for ingredients used in the manufacture of the tobacco product.

The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it will require disclosure by manufacturers and importers to government authorities of information on the contents and/or ingredients used in the manufacture of their cigarettes.

Analysis

The law requires manufacturers and importers of cigarettes to submit to the Minister of Health information on tar, nicotine, and carbon dioxide yields, any other emissions, the toxicological data for emissions, and the conduct of the tests and methods used in analyzing the emissions.

The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it requires disclosure by manufacturers and importers to government authorities of information on the emissions of their cigarettes.

The law does not require that information about the contents and emissions of cigarettes be made readily available to the public.

To align with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines, the law should require disclosure and require that disclosed information be made readily available to the public.
