Without impairment to the provisions of the Penal Code and the Code of Penal Procedure, violations of the provisions of the law are to be investigated and enforced by officers authorized by the Ministry of Commerce.

The prosecution and suppression of violations of the provisions fall within the jurisdiction of the judicial authorities. However, officers of the judicial police, agents of the customs service and agents deputized by the Ministry of Commerce are authorized to take enforcement action against the infractions indicated in Art. 15 of the law.
