Tobacco Product
Tobacco product: the tobacco products (modified or unmodified genetically) or partially from tobacco that are used to smoke, inhale via nose, inhale, chew or any other kind of consumption.
The definition of “tobacco product” contained in the law aligns with the FCTC definition.
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
Packaging and external labeling: the packaging and labeling used in retail products sales.
Outside packaging: any packaging in which tobacco or related products are placed on the market and which includes a unit packet or an aggregation of unit packets; transparent wrappers are not regarded as outside packaging.
The definition of “packaging and external labeling” contained in the law and the definition of “outside packaging” contained in the administrative instruction align with the FCTC definition because they cover any packaging used in the retail sale.

Smokeless Tobacco Product
Smokeless tobacco product: a tobacco product not involving a smoking process, including chewing, tobacco, nasal tobacco and tobacco for oral use.
Tobacco Product for Smoking
Tobacco product for smoking: tobacco products other than a smokeless tobacco product including but not limited to: cigarettes, heated tobacco products, roll-your-own tobacco, pipe tobacco, waterpipe tobacco, cigars and cigarillos.
Novel Tobacco Product
Novel tobacco product: a tobacco product which:
1.12.1. does not fall into any of the following categories: cigarettes, heated tobacco products, roll-your-own tobacco, pipe tobacco, waterpipe tobacco, cigars, cigarillos, chewing tobacco, nasal tobacco or tobacco for oral use; and 1.12.2. is placed on the market after entry into force of this Administrative Instruction.
