Analysis
The law states that the Prime Minister and Ministers shall be responsible for the implementation of the provisions of the Law. In practice, the Ministry of Health has primary responsibility for enforcement of the law. However, it is unclear if there is duty to enforce.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should clearly state which agency or enforcement body has the authority to enforce the law and impose a duty upon that entity to do so.
