Sub-national Laws

Are sub-national jurisdictions permitted to have smoke-free laws?

If yes, do one or more sub-national jurisdictions have smoke-free laws more stringent than national law?

A brief comment on the extent of sub-national legislation:

Kanagawa Prefectural Assembly banned smoking in designated public places beginning April 1, 2010. Hyogo Prefecture enacted a similar ordinance that became effective on April 1, 2013. In addition, numerous city ordinances ban or restrict smoking in public places or workplaces.
