Sub-national Laws

Are sub-national jurisdictions permitted to have smoke-free laws?

If yes, are they allowed to be more stringent than national law?

A brief comment on the extent of sub-national legislation:

The Semi-Autonomous Region of Kurdistan has adopted a resolution that prohibits smoking in public places. The list of smoke free places in the resolution is virtually the same as, and no more stringent than, those contained in the Anti-Smoking Act.
