Violations of the prohibition on single stick and vending machine sales are punishable by a Level 5 fine. Authorities may seize vending machines and cigarettes that violate the packaging requirements.

Violations of the sales restrictions prohibiting smokeless products are punishable by a Level 5 fine (a Level 5 fine is HK $50,000 under Cap. 221) and by imprisonment for six months.

Tobacco sales are not restricted by location; therefore, there are no associated penalties.

Violations of the minimum retail package size are punishable by a Level 5 fine. In addition, the products may be confiscated.

Violations of the ban on sales to persons below the age of 18 are punishable by a Level 4 fine.
