Ingredient
“Ingredient” means tobacco, an additive, as well as any substance or element present in a finished tobacco product or related products, including paper, filter, ink, capsules and adhesives.
The Tobacco Act incorporates the definitions used in the European Union’s Tobacco Products Directive (Directive 2014/40/EU), including the definition of "ingredient." The definition of “ingredient” is significant because manufacturers and importers must disclose all ingredients used in the manufacture of their tobacco products.
Includes tobacco, components (e.g. paper, filter), including materials used to manufacture those components, additives, processing aids, residual substances found in tobacco (following storage and processing), and substances that migrate from the packaging material into the product (contaminants are not part of the ingredients). Characterising flavour
“Characterising flavour” means a clearly noticeable smell or taste other than one of tobacco, resulting from an additive or a combination of additives, including, but not limited to, fruit, spice, herbs, alcohol, candy, menthol or vanilla, which is noticeable before or during the consumption of the tobacco product.
The Tobacco Act incorporates the definitions used in the European Union’s Tobacco Products Directive (Directive 2014/40/EU), including the definition of “characterising flavour.” The definition of “characterising flavour” is significant because the law prohibits tobacco products with a characterizing flavour.
Additive
“Additive” means a substance, other than tobacco, that is added to a tobacco product, a unit packet or to any outside packaging.
The Tobacco Act incorporates the definitions used in the European Union’s Tobacco Products Directive (Directive 2014/40/EU), including the definition of “additive.” The definition of "additive" is significant because the law prohibits tobacco products with a characterizing flavour. Characterizing flavour, pursuant to its definition, results from an additive or a combination of additives.
Flavouring
"Flavouring" means an additive that imparts smell and/or taste.

Emissions
"Emissions" means substances that are released when a tobacco or related product is consumed as intended, such as substances found in smoke, or substances released during the process of using smokeless tobacco products.
