A brief comment on the extent of sub-national legislation:
Several sub-national jurisdictions in Ethiopia have enacted their own food and medicine administration proclamations or regulations that incorporate smoke-free measures consistent with federal law, while also introducing stricter or more specific provisions. Notable examples include Dire Dawa Food and Medicine Administration Regulation No. 33/2022, Somali Regional Food, Medicine and Health Services Administration Proclamation No. 240/2025, and Afar Regional State Food and Medicine Administration Regulation No. 25/2015.
