A brief comment on the extent of sub-national legislation:
The only exemption to a national ban on smoking in public places is for hotel guest rooms, 10% of which may be designated as smoking rooms. A sub-national jurisdiction could pass a local law that bans smoking in hotel guest rooms entirely.
