Analysis

The law requires manufacturers and importers to annually disclose and report information on contents and additives of tobacco products. This information must include information on tobacco leaf and raw materials, and chemicals such as nicotine/free nicotine, heavy metals, and nitrosamines. Additives to be disclosed include addictiveness enhancers, flavors, preservatives, humectants, colors, and other additives.

The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it requires disclosure by manufacturers and importers to government authorities of information on the contents and/or ingredients used in the manufacture of their cigarettes.

The law requires manufacturers and importers to annually disclose and report information on emissions of tobacco products. This includes information on nicotine/free nicotine, tar, carbon monoxide, benzo[α]pyrene, benzene, formaldehyde, and hydrogen cyanide.

The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it requires disclosure by manufacturers and importers to government authorities of information on the emissions of their cigarettes.

Analysis

The law requires the competent authority at the central government level to disclose to the public periodically and voluntarily the information received.

The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it requires that disclosed information be made readily available to the public.
