A brief comment on the extent of sub-national legislation:
While some States have public smoking restrictions, it is difficult to compare the State measures with the Federal Act because, to date, implementing regulations necessary to clarify the placement, operation and construction of any designated smoking areas have not been issued by the Ministry of Health or received the necessary subsequent approval from both Houses of the National Assembly. Therefore, it remains unclear what buildings or structures will qualify for designating smoking areas under the Federal Act.
