Definition

"Ingredient” means any substance or component other than the leaves or other natural parts of the tobacco plant, used in the manufacturing or preparation of a tobacco product and still present in the finished product, even without a modified form.

Analysis

The definition of "ingredient" is significant because Law No. 18/035 requires disclosure by manufacturers and importers to government authorities of information on the ingredients used in the manufacture of tobacco products.

FCTC-Based Definition

Includes tobacco, components (e.g. paper, filter), including materials used to manufacture those components, additives, processing aids, residual substances found in tobacco (following storage and processing), and substances that migrate from the packaging material into the product (contaminants are not part of the ingredients).
