Definition
"Ingredient" means any substance or any component other than the leaves and other natural parts of the tobacco plant, used in the manufacture or preparation of a tobacco product, and still present in the finished product, even in a modified form.
Analysis
While "ingredients" is defined in the law, the law does not regulate content or disclosure of ingredients.
FCTC-Based Definition
Includes tobacco, components (e.g. paper, filter), including materials used to manufacture those components, additives, processing aids, residual substances found in tobacco (following storage and processing), and substances that migrate from the packaging material into the product (contaminants are not part of the ingredients).
