Analysis

The law requires manufacturers and importers of tobacco products to report annually to the Ministry of Health information concerning the composition and emissions of tobacco products.

The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it requires disclosure by manufacturers and importers to government authorities of information on the contents and/or ingredients used in the manufacture of their cigarettes.

Analysis

The law requires "the competent ministerial departments [to] adopt and implement regulatory measures in order to have the information on the toxic ingredients of tobacco products and the harmful effects that they are able to produce communicated to the public." Because this provision follows directly after the disclosure requirement provision, it is interpreted as a requirement to make disclosed information readily available to the public. However, such regulations have not yet been issued.

The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it requires that disclosed information be made readily available to the public.
