The law provides that the text warning “Smoking harms your health” must appear, clearly and legibly, on 30% of “each major side” of consumer containers of tobacco products, in the Azeri language. “Each major side” is interpreted as including the front and back.

The text is required to be printed on the lower edge of the container with 1 mm of space between the warning sign and the lower edge. The text must be printed in Helvetica black font against a white background, surrounded by a 1 mm black frame. The font must be the largest size possible within the frame, in a manner that prevents concealment, or damage upon opening.

The law meets the minimum requirements of FCTC Art. 11 with respect to size and location. However, to align with FCTC Art. 11 and the FCTC Art. 11 Guidelines, the law should require rotating pictorial health warnings to appear on at least 50% of each principal display area.
