The law requires manufacturers to report on testing of contents to the “authorized state agency”. It is unclear which agency is the authorized state agency.

The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it requires disclosure by manufacturers to government authorities of information on the contents and/or ingredients used in the manufacture of their cigarettes. However, to more fully align with FCTC Art. 10 and the FCTC Arts 9 & 10 Guidelines, the law should also require importers to disclose to government authorities’ information on the contents and/or ingredients used in the manufacture of the cigarettes they import. In addition, the law should clearly state the responsible regulatory agency.
