Elner v. Hebrew University

Students sued the Hebrew University for allowing smoking in the hallways and for lack of efficient enforcement of a law prohibiting smoking in public spaces.  The court held that a reasonable interpretation of the law prohibits the smoking in the hallways and that the University must instruct its personnel to enforce the law.
