Non-Smokers' Rights Association v. CIPCOM

CIPCOM, the owner and landlord of a convention center, argued that it had no control over the placement of no-smoking signs or ashtrays within the convention center and the subletted commercial spaces within it. The court agreed and found the tenant of the convention center and its directors liable for tobacco control law infractions.  The court ordered the tenant to pay a fine and damages.
