The Anti-Smoking Law and Regulations state that the "competent authorities" "shall enforce" the provisions of the law and regulations. However, neither the law nor the regulations explicitly authorize a specific agency to conduct inspections and enforce the smoke free provisions.

To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should explicitly authorize a specific agency or agencies to conduct inspections in public places, workplaces, and public transport and impose a duty to enforce the law.
