A brief comment on the extent of sub-national legislation:

SRO 1068(I)/2006 exercises powers established under Section 15 of the 2002 Ordinance permitting the federal government to delegate its powers under the Ordinance. SRO 1068(I) delegates all of its powers under the 2002 Ordinance and the rules made under the Ordinance to four provincial governments – (1) the Provincial Government of Balochistan; (2) the Provincial Government of North-West Frontier Province (now Khyber Pakhtunkhwa); (3) the Provincial Government of Punjab; and (4) the Provincial Government of Sindh. We interpret this as granting these provincial governments the power to make rules in carrying out the 2002 Ordinance, including rules that may be more stringent than national legal provisions.

On March 12, 2012, the Provincial Government of Balochistan banned the use of sheesha in public places, including at all fast-food centers, hotels, restaurants, and internet cafes.
