Act No. 14 of 9 March 1973 relating to the Prevention of the Harmful Effects of Tobacco (Tobacco Control Act) (as amended)

COMMENTS: Act No. 14 of 9 March 1973 relating to the Prevention of the Harmful Effects of Tobacco (the Tobacco Control Act) is the primary tobacco control law in Norway. The law governs, among other things, smoking restrictions, tobacco advertising, and tobacco packaging and labeling. The law has been amended many times, including by Act No. 5 of 10 February 2017 (provided below). The versions uploaded here contain amendments through May 20, 2020.

COMMENTS: Regulations no. 1044 of 13 October 1989 were repealed by Regulations no. 2069 of 23 June 2021. 

Regulations on environmental health in kindergartens and schools (excerpt) (as amended)

COMMENTS: Regulations on environmental health in kindergartens and schools prohibit smoking in preschools, kindergartens, and primary and secondary schools. The regulations were amended by Regulations no. 728 of 21 June 2013.

Regulations no. 989 of 15 December 1995 on the prohibition of advertising of tobacco products (as amended)

COMMENTS: Regulations no. 989 of 15 December 1995 on the prohibition of advertising of tobacco products were issued under the Tobacco Control Act and regulate tobacco advertising, promotion and sponsorship. The regulations have been amended several times. The versions uploaded here contain amendments through April 20, 2020.

Supplement 1 to Regulation no. 141 of 6 February 2003 on contents and labelling of tobacco products

COMMENTS: Supplement 1 is the appendix to Regulations no. 141 of 6 February 2003 on the contents and labelling of tobacco products (as amended). The Supplement contains the 14 combined text and picture warnings required on the back of the package of smoked tobacco products. The Supplement was added to Regulations no. 141 by Regulations no. 1245 of 24 September 2009.

COMMENTS: Regulations no. 141 of 6 February 2003 on the contents and labelling of tobacco products were issued under the Tobacco Control Act and regulate tobacco packaging and labeling. The regulations have been amended several times, and this version includes amendments made by Regulations no. 1245 of 24 September 2009. Subsequent amendments were made in 2017 and 2020, and can be found below.

COMMENTS: Regulations no. 1245 of 24 September 2009 amended Regulations no. 141 of 6 February 2003 on the contents and labelling of tobacco products to require graphic health warnings on tobacco product packaging, in addition to other changes.

Act No. 5 of 10 February 2017 amending the Tobacco Control Act (implementing Directive 2014/40/EU and standardized packaging)

COMMENTS: Act No. 5 of 10 February 2017 amending the Tobacco Control Act was passed to implement the 2014 Tobacco Products Directive (Directive 2014/40/EU) and standardized packaging of cigarettes, roll-your-own tobacco, and snus. The amendments include a ban on characterizing flavors in cigarettes and roll-your-own tobacco, and regulations related to e-cigarettes and herbal tobacco products for smoking.

COMMENTS: Regulations no. 2069 of 23 June 2021 repeal Regulations No. 1044 of 13 October 1989 on the prohibition against new tobacco and nicotine products. However, under the transitional provisions of Regulations no. 2131 of 17 June 2021 (as amended), the import and sale of e-cigarettes and refill containers with nicotine are prohibited until July 1, 2023.

COMMENTS: Regulations no. 2131 of 17 June 2021 on approval schemes for new tobacco and nicotine products establish the process by which new tobacco and nicotine products (products placed on the market after May 19, 2014) can be approved for sale. Under the transitional provisions (as amended by Regulations no. 961 of 1 June 2022), the import and sale of e-cigarettes and refill containers with nicotine are prohibited until July 1, 2023.
