The law requires that cigarettes, roll your own tobacco products, and waterpipe tobacco products bear a general text warning, taking up 30% of the lateral sides of each unit of packaging as well as a specific warning that combines text and a photograph. Specific warnings must take up 65% of the front and back of the packaging; the text portion of the warning must appear on the bottom part of the photograph in bold, Helvetica lettering and must take up 30% of the image. Warnings must be divided into two sets of seven and rotated annually. A quitline or website must be provided on the warnings.

Smoked tobacco products that are not cigarettes, rolling tobacco, or waterpipe tobacco are exempt from combined text and photograph warnings. These types of products must have the prescribed general (text only) warnings, taking up at least 40% of one side and 30% of the other side of the surface of the packaging.

The law aligns with FCTC Art. 11 and the FCTC Art. 11 Guidelines with respect to cigarettes and some forms of smoked tobacco products. To fully align with FCTC Art. 11 and the FCTC Art. 11 Guidelines, the law should require all tobacco products to carry combined text and picture warnings.

Under Law No. 278-XVI on Tobacco and Tobacco Products (as amended) Art. 24(1), smokeless tobacco products, including tobacco for oral use, chewing tobacco, and nasal tobacco, are banned.

However, the law requires that other potential types of smokeless tobacco contain a health warning covering 30% of the two largest surface areas of the product packaging. Each unit packet and any outer packaging of smokeless tobacco products must have the following health warning: ‚ÄúThis product severely damages the health and creates addiction."
