The law vests enforcement authority with the Minister of Health and Social Welfare and its designees as well as the Liberian National Police. In addition, the law requires that the Minister “make a formal proposal recommending that any fines or fees collected under th[e] Regulation be used for enforcement … and/or for advocacy programs on the harmful effects of tobacco.” There is no affirmative duty to carry out enforcement.

Thus, to align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should clearly impose a duty to enforce and require a protocol for inspections.
