Analysis

The law requires manufacturers and importers to make an annual submission containing a list of all the ingredients for each of the smoking products it manufactures or imports, the purpose of the use of the ingredients, and their proportion and quantity in the smoking product. The submission must also contain a list of any ingredient in the tobacco mixture and its proportion in the product.

The law aligns with FCTC Art. 10 and the FCTC Arts. 9 & 10 Partial Guidelines in that it requires disclosure by manufacturers and importers to government authorities of information on the contents and/or ingredients used in the manufacture of their cigarettes.
