Tobacco Product
Tobacco/Tobacco product: Product made wholly or partly from tobacco plants, such as cigarettes, cigars, smoking tobacco (pipe tobacco), snuff and chewing tobacco.
The definition of “tobacco product” contained in the regulations aligns with the definition of “tobacco product” contained in FCTC Art. 1(f).
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
Neither the law nor the regulations contain a definition of “outside packaging and labeling.” The law and regulations require health warnings on tobacco “packaging.” Therefore, to aid in interpretation, implementation, and enforcement of the law, the term “packaging” should be defined. To align with FCTC Art. 11 and the FCTC Art. 11 Guidelines, the law should provide a definition of “outside packaging and labeling” in accordance with the definition contained in FCTC Art. 11.

Oral Tobacco
Oral tobacco within the meaning of this Act shall refer to all products made entirely or partly from tobacco, for oral use, except those intended for smoking.
The definition of “oral tobacco” is significant because the Tobacco Control Act prohibits “the importation, manufacture and sale of fine-grained snuff and all oral tobacco, with the exception of chewing tobacco.”
Chewing Tobacco
Chewing tobacco within the meaning of this Act shall refer to oral tobacco in pieces or strips, mainly intended for chewing.
The definition of “chewing tobacco” is significant because the Tobacco Control Act prohibits “the importation, manufacture and sale of fine-grained snuff and all oral tobacco, with the exception of chewing tobacco.”
Snuff
Snuff within the meaning of this Act shall refer to powder or grains, made entirely or partly from tobacco, for nasal use.
The definition of “snuff” is significant because the Tobacco Control Act prohibits “the importation, manufacture and sale of fine-grained snuff and all oral tobacco, with the exception of chewing tobacco.”
Smokeless Tobacco
Smokeless tobacco: Tobacco products not intended for smoking.
The definition of “smokeless tobacco” is significant because the regulations contain a required warning for “smokeless tobacco.”
