COMMENTS: Circular DG-03-2018 was issued by the Director General of IHADFA and extends the rotation period for two sets of prescribed pictorial health warnings. The warnings depicting mouth cancer and tongue cancer are to be displayed until December 31, 2018. The warnings depicting eye cancer and brain death are to be displayed until July 31, 2019.

Executive Agreement No. 05-2011, Regulations of the Special Tobacco Control Law (RLECT)

COMMENTS: Executive Agreement No. 05-2011 was issued by the president of Honduras on June 7, 2011. The Agreement, entitled “Reglamento de la Ley Especial para el Control del Tabaco” (or “RLECT”), contains regulations issued under the Special Tobacco Control Law. RLECT addresses many aspects of tobacco control, including restrictions on smoking in public places; tobacco advertising, promotion and sponsorship; and tobacco products packaging and labeling.

Decree No. 12-2011, Amendment to Art. 21 of Decree No. 92-2010 on Health Warning Size

COMMENTS: Decree No. 12-2011 amends Article 21 of the Special Tobacco Control Law with respect to spaces for the printing of warning labels. The amendment reduces the size of the warnings required to appear on each of the principal faces of tobacco product packaging from 80 percent to 50 percent. Decree No. 12-2011 was published in the Official Gazette on April 8, 2011, and took effect three months after its publication.

Decree No. 92-2010, Special Tobacco Control Law (LECT)

COMMENTS: The Special Tobacco Control Law (Ley Especial para el Control del Tabaco, or “LECT”), Decree No. 92-2010, is a comprehensive law and the primary law governing tobacco control in Honduras. The law addresses restrictions on smoking in public places; tobacco advertising, promotion and sponsorship; tobacco products packing and labeling, including required pictorial warnings; and sanctions under the law, among other things. LECT was published in the Official Gazette on August 21, 2010, and took effect six months after its publication.
