Analysis
While the law vests enforcement authority with the Minister of Health and his/her properly appointed authorized officers, it does not impose a duty to carry out enforcement. Thus, to align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should clearly impose a duty to enforce and require a protocol for inspections.
