Definition
“Additive” means any substance, with the exception of tobacco leaves or other natural or unprocessed part of the tobacco plant, used in the preparation of a tobacco product that is present in the final product, even if its shape has been altered, including paper, filters, printed material and adhesives.
Analysis
The definition of "additive" is significant because the law requires manufacturers and importers to annually report to the Ministry of Health on the quantity and quality of the constituents ingredients and additives included in their tobacco products, as well as the substances used for the processing of the tobacco.
