Chad became a Party to the WHO Framework Convention on Tobacco Control on April 30, 2006.

Smoke Free Places

Smoking is prohibited in all indoor public places, indoor workplaces, and in all public transportation. Smoking is also prohibited in some outdoor areas such as outbuildings, courtyards, terraces, and other places that are close enough to indoor places that smoke may pass into the interior.

Tobacco Advertising, Promotion and Sponsorship

All forms of tobacco advertising, promotion and sponsorship are prohibited.

Tobacco Packaging and Labeling

Combined picture and text health warnings are required to cover at least 70 percent of the front and back of tobacco product packaging. Four warnings are required to rotate over a two-year period. In addition, misleading packaging, including terms such as “light” and “mild” and other signs, is prohibited.

Cigarette Contents and Disclosures

The law does not grant the authority to regulate the contents of cigarettes. The law does not require that manufacturers and importers disclose to government authorities information on the contents and emissions of their products.

Sales Restrictions

The law prohibits the sale of tobacco products via the internet, in stadiums, office buildings, athletic facilities, and within 300 yards of educational institutions and healthcare institutions. There are no restrictions on the sale of single cigarettes or small packets of cigarettes. The sale of tobacco products is prohibited to persons under the age of 18.

E-Cigarettes

The retail sale of e-cigarettes is allowed. There are no restrictions on the use; advertising, promotion and sponsorship; or packaging and labeling of e-cigarettes.

Roadmap to Tobacco Control Legislation

Following the FCTC treaty’s ratification, Chad enacted comprehensive tobacco control legislation contained in Law 010/PR/2010 on Tobacco Control which went into effect on June 10, 2010. The current legislation contains broad definitions of smoke free places and a broad ban on tobacco advertising, promotion and sponsorship. New packaging and labeling requirements were established by Administrative Order No. 039/PP/PM/MSP/SE/SG/DGAS/DSPELM/15.
