Do one or more sub-national jurisdictions have smoke free laws more stringent than national law?
Yes
A brief comment on the extent of sub-national legislation:

The national legislation pertains to smoking in federally-regulated workplaces only, including aircraft, trains, inter-city buses, and ships. All other public places, workplaces, and public transport fall under the jurisdiction of the provinces and territories. All provinces and territories have passed legislation prohibiting smoking in public places, workplaces, and public transportation, with limited exceptions to the smoking bans such as hotel guest rooms and rooms in long-term residential care facilities.
