A brief comment on the extent of sub-national legislation:

Local government institutions may deem additional places as public places. However, the 2015 Rules allow smoking zones to be established in the open spaces of public places, with several exceptions. It is unclear whether sub-national jurisdictions may eliminate smoking areas in public places under the 2015 Rules.
